Stephen has over 15 years' experience in flood risk assessment and management in Australia and the south Pacific (especially Fiji).

He graduated from the University of Sydney with First Class Honours for his thesis in fluvial geomorphology and spent four years investigating the causes of flooding, damages from flooding and management of floodplains in Fiji while studying for his PhD at Macquarie University. Subsequently, Stephen was employed as a Disaster Mitigation Adviser with the South Pacific Applied Geoscience Commission, responsible for designing a program of community flood education and developing a proposal for improved flood warning systems. In Australia he has conducted several post-flood damage surveys and undertaken an assessment of the effects of flood disclosure on residential property values. Since joining Bewsher Consulting in 2003, Stephen has been involved with floodplain management studies and flood risk assessments in Bowral, Wollongong, Carlingford, Parramatta, Sutherland, Grafton, Port Macquarie and Tamworth. He has conducted flood risk assessments, prepared flood emergency plans and developed policies for caravan parks in NSW and Victoria and reviewed flood intelligence data for the State Emergency Service.

Stephen has authored a number of technical papers relating to floodplain management including the flood risks associated with caravan parks.
